Green Dot

Can you or can you not use your temporary Green Dot card to get cash from your bank teller, NOT the ATM. I bought this thing and thought I could use it internationally- well- wrong! So now I need my $150 back in a hurry so I can get an international one, useful immediately. Thanks!
