www.ingdirect.com/billpay ING Direct Electric Orange Bill Pay

I want to use ingdirect.com/billpay to make bill payment for my local electricity bills but i can't pay bill to this vendor using ING Direct Electric Orange Bill Pay service. They say you can pay any business or person in the U.S. in minutes and Add a biller simply by entering a phone number. I tried the billpay service but it doesn't work for me. anyone can help?
