where is My Alabama state Income Tax Refund why is it taking So Long

We filed on Feb 12th for alabama state income tax and still not received alabama state tax refund. why is it Taking So Long? They are saying the state is out of money to pay out the refunds and they are issuing as they get more funds. their website doesnt help either www.ador.state.al.us , it doesnt show any tax refund status
