A vender I wish to make a purchase from says The card will not allow overseas purchases

I need to use my card for an international putchase please open my card #4470 91** 26** 06** so that I may make oversea's purchases.

A:please do not post your credit card number on website. you can contact your credit card provider and ask for answer. i believe your credit card maynot have visa electron
