If you are paying regularly, from your check, on your back child support, why do they take your stimulus check and tax refund?

It would be one thing if I was not paying back child support and even though it is owed, I'm struggling too! I could see if there was nothing coming from me to repay, then I would think there would be some justification. (Deadbeat dads/moms) But, I pay every month and need every dime that I can get as well
